AN AGING NATION SQUEEZES OUT ITS FUTURE

With statistics showing a large drop in asylum seekers, is France losing its reputation as a refuge from the world's tyrannies? And what consequences are there on its music scene?

How sad it is to live in a country which once prided itself as a refuge for the persecuted of the world, and today is run by politicians building a fortress around its borders. Yet, this is the scenario in today’s France. In March, figures published showed a 40% drop in asylum requests, the third year running these figures have been slashed. The most spectacular decrease has been the number of Haïtians requesting asylum (-63.5%), followed by China (-53.5%) and Algeria (-43.8%).

Has there been an equally spectacular improvement in the human rights situation in these countries? If so, the media and human rights organisations have failed to pick up on it. Take the example of Haïti: police continue to mete out extrajudicial retribution, illegal homicides and kidnappings rose have risen over the last two years and political tensions remain extreme. The UN renewed the mandate of its peacekeeping force in February, saying armed groups continue to wreak havoc in this beleaguered nation.

So what is behind these French statistics? “Legalised dissuasion” is what several independent associations have been saying in the past weeks. Since 2003 legislation has hardened entry policies into the country by demanding a Kafka-esque list of administrative documents to would-be candidates. Transit visas, re-admission accords, pressure on the countries of origin, restrictive quotas imposed on French Embassy personnel… The list is prohibitively long and highly effective in bringing down the numbers of applications – it went down from 50,000 in 2005 to 26,000 last year.

The Interior Ministry and its minister, Nicolas Sarkozy, have not hidden their glee at this trend. Sarkozy - whose father was a political refugee from Hungary (fleeing the Red Army in 1944), and whose mother was a Sephardic Jew from the persecuted minority in Thessalonika, Greece - has put the fight against immigration at the heart of his campaign to conquer power. This includes wholesale expulsions of migrants in “irregular situation”, with often intolerable consequences: the Sri Lankan Elanchelvan Rajendram was executed by the army last month, less than two years after his expulsion from France. This month, the Chadian refugee Issa was thrown in gaol by the Idriss Deby government the day he was expelled by the French authorities…

Sarkozy has coupled this with a policy of selective immigration which equates to the pillaging of the elite from the developing world. The total sum of these policies is likely to be a continuing drop in immigration figures, given the dominating political tendencies in Paris. It will only be a question of time before France will lose its enviable status as Europe’s favoured nation for asylum seekers. Indeed, since the 90s, the Hexagon welcomes 250% fewer refugees than other European nations. Meanwhile, the aging process shows no signs of slowing down. By 2050, one-third of the population with be 60 or over, twice the figure in 2005. 69 Frenchmen will be over 60 for 100 inhabitants aged between 20 and 59. The catastrophic consequences on the economy and general wellbeing of the population will no doubt draw an ironic if rueful smile from the thousands of asylum seekers whose demands for refuge chez les Gaulois were rejected.

Has this closed mindedness had a spill-over effect on the French music industry? If the latest “Victoires de la Musique” (France’s equivalent of the Grammy Awards) is anything to go by, the answer is unfortunately yes. It was Universal Records that swept the board, claiming two-thirds of the awards, and leaving the smaller independent labels with precious little to share. The PIAS label decried Universal’s as “a masquerade” that “does not correspond to the variety, warmth, enthusiasm, creativity and richness of French (music) productions.

Even the Victoires taken by the “Tôt ou Tard label” (which promotes the likes of Lhasa and Stanley Beckford) in the world music category left a slightly bitter taste in the mouth. It was won by the Agnès Jaoui, who beat out competition from Cesaria Evora, Jehro and Rachid Taha for the award. A fine actress and director she might be, yet totally unremarkable as a musician. As one fellow journalist told me, were the other candidates too exotic for the jury, perhaps?
